Proposed redistricting maps rile some Kyle residents
Hays County's six proposed redistricting maps are fresh off the drawing table, but a handful of Kyle residents have already panned some of the county's efforts at redrawing political precincts.
Among the most notable, Kyle Mayor Lucy Johnson asked county commissioners to reconsider any map that would bump Hometown Kyle, a subdivision in the western part of her city, from Precinct 2 into Precinct 4 with Dripping Springs.
"Geographically or demographically, Dripping Springs has little in common with Hometown Kyle," Johnson said during a public hearing last week .
In an interview Wednesday, Johnson said that she didn't want Precinct 4 drawn in any part of Kyle.
Kyle residents are generally middle-class families, many with children, whereas Dripping Springs has "more retirees or people living in much wealthier homes" who are less interested in the issues and politics of growth, Johnson said.
The county's redistricting is prompted by population changes revealed by the recent U.S. census, and the Kyle-Buda area was the fastest growing in Hays County. The stakes are high. Kyle and other Hays County residents will have to live with their new political boundaries — which set representational areas for county offices such as commissioners, justices of the peace and constables — for the next 10 years.
County Commissioner Will Conley, a Republican, served on the four-member committee charged with coming up with redistricting proposals.
At Tuesday's public hearing, he said that maintaining Precinct 2 wouldn't be "mathematically or legally possible."
Federal law requires the county to map out districts among which the population is roughly equal — about 40,000 residents. Conley said Precinct 2 now has the most residents, 52,674; Precinct 4 has the least, 31,980 residents.
Overall, Hays County's population increased 61 percent from 2000 to 2010, swelling from 97,589 to 157,107 residents. Kyle's population grew more than fivefold, from 5,314 in 2000 to 28,016 in 2010.
With 7,295 residents, Buda had the second-greatest population growth, increasing by 203 percent in that time. San Marcos, with 44,894 residents, is the largest city in Hays County .
Among the reasons Hays County has experienced such a population spike are its commutable proximity to Austin and low living costs relative to the city, said Lloyd Potter , the state demographer.
However, because San Marcos is farther from Austin than Kyle and Buda, Potter speculated that its growth is more dependent on local moneymakers, such as Texas State University and the local tourism industry, rather than Austin's larger economy.

UM and Lockheed Martin Launch Strategic Relationship
COLLEGE PARK, Md. – The University of Maryland and Lockheed Martin Corporation opened a major new chapter in their more than 60-year history today (June 4, 2010) when Dr. C. D. Mote, Jr., President of the University, and Dr. Ray O Johnson, Senior Vice President and Chief Technology Officer of Lockheed Martin, agreed to create a unique, strategic relationship between the two institutions.
The new agreement provides a strategic framework for current and future cooperation that leverages the resources, talent, and ideas of both institutions to produce innovative solutions for global and national security challenges. The agreement provides for work in three key areas: Centers of Collaboration, Joint Pursuit of Business Opportunities, and Enhanced Research and Development. The initial Lockheed Martin commitment is a minimum of million per year for three years.
