BIRMINGHAM, Alabama -- Birmingham Mayor William Bell proposes creating a tourist transit system to transport visitors to downtown hotels and attractions in addition to the zoo, Vulcan Park and the botanical gardens.

The city recently began requesting proposals from private companies to operate what Bell calls the "Birmingham Explorer" system. If approved and funded by the City Council, a pilot program could begin by late summer or early fall, Bell said.

He said the proposal is the result of conversations earlier this year with officials at Vulcan Park, the Birmingham Zoo and the Birmingham Botanical Gardens. "The key is having the right type of transportation to get people to all those venues," Bell said. "When people are not familiar with the city, it makes it difficult to get around."

Darlene Negrotto, Vulcan Park and Museum president and CEO, said visitors to the park often ask for help navigating to other sites. But linking all the attractions can be difficult, she said.

"We have had numerous occasions where folks will take public transit from Five Points South and walk up that long hill, and not only is it uncomfortable but it's not very safe either," she said. "There are so many cities where they have a successful tourist transit system that is used not only by visitors but by locals as well."

Negrotto said systems similar to the one proposed for Birmingham include Montgomery's new system as well as those in Chattanooga, Memphis and Louisville.

"The more that we make it easier for folks to go out and explore things here, the more they will go back home and spread the word," she said. "They are blown away by the beauty of this city and the cultural amenities we have. This will just be a step to make it easier to get around."

The DART, a circular operated by the Birmingham Jefferson County Transit Authority, already transports riders around downtown and Southside, but Bell said that service is limited.

"We want to have something specifically for those attractions," he said.

Bell said the need for such a system will grow with the development of projects around town including the hotel and entertainment district at the Birmingham Jefferson Convention Complex and the sports complex at Fair Park.

Rather than replacing or competing with DART, Bell said the new transit service could supplement it.

The mayor said the BJCTA is limited in offering new services because federal regulations over the transit system require that private companies are given the chance to provide services not offered by the public agency. Only if such companies cannot or will not provide the service can it be offered to the BJCTA, he said.
